Reordering Doc Type Editors on a page not allowed

When trying to reorder a Doc Type editor in a page, I cannot seem to move it anywhere. In Umbraco 7.4.1 I get this:

Steps to reproduce:

1. on a page, add a new Doc Type editor
2. create a new grid row
3. click and drag the original Doc Type editor to the new row.
4. You should get the error in the image attached.
